Default removing wheel paint? help

so i got rota slipstreams, my friend that i bought them from, had painted them silver (from the original black), (i think he used duplicolor wheel paint)

i want them to be black again, (or white, not sure what i want)
so my question is, what should i do?
i don't know if paint remover will take out the silver as well as the black underneath, so id like to know what other methods i could use,
what would be the easiest method, sanding? powder coating? i dunno really. so any help and suggestions, or experiences would be great thanks.

if you can find something not too harsh that starts the peeling process, do that, then take a pressure washer to them, paint comes right off under pressure washers. im still struggling with mine though.
