It stands for on board diagnostics system and basically it don't mean ****.
Only reason it becomes an issue is because certain things only work with certain OBD's, EX you can't run OBD-II injectors (w/o alterations) on OBD-I clips, so you need to run OBD-I injectors.
Also, in some areas it has to do with emissions and how they check it. Here in NY, OBD-I cars don't have to be scanned for emissions as OBD-II cars do via OBD-II system & scanner.
