Help! Speedometer LED conversion

Found this pic on a 2000 accord, i have the same car but i dont how or what sould i have to make my speedometer look like this, please help

I think that's ugly. But if you want to do it, take the orange paint off the needles, and put those ugly magnifying glasses over the gauges.
