Ok so my 1998 Accord V6 is acting up lately because of this cold weather. I dont know whether its the PCV valve or the EGR.

Problem is that when I start it up it idles rough by revving up and down. I have to turn it off and restart it to make it go away. Im not sure whether its the PCV valve or the EGR. When I bought the car the owner said the EGR valve was already replaced since there was a recall on it so I dont know if it can still go bad or went bad again.

The problem is with your idle air control valve. It is placed on the bottom of your throttle body housing. One of 2 things either low coolant level so check radiator level or IAC valve is bad, replace it.
