Default front wheels too far back in wheel wells

my wheels sit really far back in the wheel wells nearly touching the back part of it. I noticed there is rods that go up to the front cross member that should bring them forward, the rods look like there isnt much slack left, theres about 2" of exposed stud. just wondering if theres bushings in there that could be shot or something?
