Default converted to obd1-throwing code 41 heated o2 sensor help....

I recently converted to obd1 in my 91 civic si. i am running a d16z6. I am using an evasive motorsports conversion harness/p06 converted to p28 ecu/obd1 dizzy/4 wire o2.
The ecu is throwing a cel- 41 (heated o2 sensor). i have a brand new o2 sensor and i double checked the wiring to it. The power wire is getting 12V. I even ran a spare wire from the o2 ground wire to a common ground just to be sure it was grounded.
Now should the 2 heater wires be getting some voltage with the key on/engine off?
Anyone have any input or ideas? Thanks

just try switching the wires around until the check engine light goes on. thats what i did when i got a jumper harness.

the power wire is getting 12V i just don't know what to measure for the o2 heater wires

I just tried going to evasive motorsports website to get in contact with them about the conversion harness but there site is down
I just came in from looking over the wiring for about an hour. I tried changing different wires and am still getting an o2 code. This is really frustrating.

Anyone know if the o2 sensor heater control wire and o2 sensor signal wire should be getting voltage with key on/engine off?

I forgot which one but one of them was getting about .5 volts and the other nothing

alright. i found that one of the pins in the conversion harness wasn't pushed in all the way. the one for the o2 sensor signal. I pushed it in and now the wire gets 12V right b4 the o2 sensor. the o2 sensor heater control gets .5v and the power wire is getting 12V. But...
I am still getting code 41. I added an extra ground from the negative battery post to the ground wire for the o2 sensor and ground wire coming from the ecu(just to be sure it was grounded). I tried 2 different o2 sensors(one used and one new). still code 41 is being thrown. I have no idea now what to do.
The wiring is good. o2 sensor is good.
If it were the ecu wouldn't it throw a solid cell when i flip the switch to check codes? Help.....

just swap the 2 black wires,
give power to the once ur giveing ground and repectively.

my bad, it is the heater control wire and power getting 12V and the signal getting 0.5V. i just went and tried switching things around and still get code 41.........
