220 on a tank with a 90 crx dx swapped b16a odb0

i get 220 on a tank in the city.. i have a swapped b16a. on CEL the iacv is stuck open, and i covered the hole on the throttle body to make it think it is closed so i could get the rpms down to 1k. any ideas on why it runs rich? there is a small exhause leak where i extended the exhaust behind the cat cause of the jdm exhaust manifoild being shorter than stock. any ideas would be greatly appreciated.
Get your timing checked! Mine was doing the same thing and I got it checked. It was at 23 degrees and stock is 16 so it was WAY advanced, which makes it run very rich. And I had the common obd0 02 sensor problem where they were installed opposite. So flipping the o2 wiring and setting the timing back to stock put me up to 300 miles to a tank.
No it doesnt cause a CEL. You would notice if they are backwards when you are cruising and the engine starts to hesitate and lose speed. But also get your timing checked. If its advanced you will be wasting fuel for no reason.
