can i order me one, and have it fit directly on my 2000 accord sedan?

No. You would need to change the front panels as well.

I've been trying to find this info everywhere. So if I were to get a full set of panels off of a 6th gen Euro R (fenders, hood, lights, bumper beam, bumper, grill) It will bolt onto mine? I can get the parts no sweat, I just need to know which ones I need.

It will not be a direct bolt on, it'll be a custom job still

When Honda first introduced the 6th generation accord in 1997 (japan), they called the newer accord "torneo". Later on, they changed the vehicle's front end and rear end, and that was the official 6th generation accord.
I believe they both share the same unibody structure/frame, so only the exterior panels for the front end have changed.
I know this place in south florida, where they had a complete "torneo" front end, and trunk lid panels with the tail lights.
You might need some customizing, which I believe would be minor, but possibly a complete bolt on, considering the lines of both cars are very similar when looking sideways.

Wassup bro, yea muffin man is right it will fit with a little modification. If you take it to a shop that can do conversions( like type r headlights in crx) then it could be done but, maybe not cheaply. The rear I think would be harder due to the different taillights and taller bumper. Good luck with your project though post up the results cool?

could you get me contact info for this place?

I'd like to see if its been done before, before tackling the project myself. I'm no metalworking guru, so I'd have to take it somewhere to get it done, and that might be out of my price range depending on how cheaply i can score the parts. I'll definitely keep everyone updated as/if this goes forward.
