Default WHY DOSE MY 1990 CIVIC...

That wasn't a joke.

Limp (or safe mode) is where the motor runs in a closed circuit, ignoring input from variable sensors. This severely limits the capabilities of the motor, because fuel and spark become, more or less, independent.

I like that, you make fun of him for helping you and giving you a legit answer while you're posting in the wrong ******* forum. Good job buddy. I'll help you out because I pity you.
92-00 EXCLUDES '90.

Yeah, surprising, isn't it?

So if I exclude the fact that you're in the wrong ******* forum I have to agree w/ boostaddict, though it's not called safe mode, it's called limp mode. The ECU in your car decided that due to a particular problem (usually a major one) that you should keep the RPM as low as possible to prevent further damage.

Though I didn't even know 4th gen civics had limp mode...

Either way, you NEED to find out what that CEL means.

EDIT:
PS: Another possibility is I've seen this with fuel pumps that are ready to go, but if you have a CEL (check engine light) I'd check that out first.
