I have the complete kit...with no cuts...

if you're installing OEM foglights on a 94-97, you have to cut

 

I think you have to cut the bumper no matter what year you put them on. I know the 94-97 bumper has flat pieces of plastic inside the bumper opening that you just trim out to mount the foglights. We did a similar thing on my friend's old 95 Civic coupe (same projector fogs as those for Integras, just a different bezel) and it was the same way. The instructions that came w/ his lights showed exactly where to cut on the bumper, and the bumper had the pattern already indicated on the back (inside).

 

you have to cut for the 98-01 fogs too but not very much just the sides of the grill
