I just bought these tires on my 91 integ. When I drive in on the freeway for at least 15 minutes, it feels like the front of the car is slightly hydroplaining. The best way I can explain it is the front of the car shifts from side to side (very slightly).
Does it have to do with the tire rating? I don't know much about tires.

the tires do not evacuate water very good and are pretty terrible in the rain in general...one of the worst tires made for a budget tire....
Yup. And not only are they crappy tires, but you bought the wrong size. 205/40-16 is MUCH too small for an Integra. You should be using 205/45-16 or 215/45-16.

you can prefer a 40 series but your speedo is wrong and you have to put more air in your tires to be at specs.... the correct size is a 205/45r16 to keep everything at specs
If you prefer smaller 205/40-16 tires, then you should get a car for which that size is best, like a pre-'96 Civic.

If you "prefer" a 40 series tire (Which doesn't make any sense at all. A 225/40 has a completely different sidewall height than a 185/40, regardless of the wheel diameter.), then the correct size for an Integra is 205/40-17.

I did not get the wrong size. This problem never ever happened since I got those tires. Yeah the tires are crappy not the size. I know everyone perfers 45.

The proper tire size depends on the car. It's not a "preference" thing; it's a "size" thing. The objective in determining the proper tire size is to get tires whose outer diameter is as close to stock as possible, in order to preserve the accuracy of the speedometer/odometer, the suspension geometry, etc. The outer diameter should be within 1 percent of stock wherever possible.
The stock tire size on a 1991 Integra is 195/60-14, which has an outer diameter of 23.21 inches. 205/45-16 has an outer diameter of 23.26 inches, which is 0.2 percent larger than stock - just about perfect. 205/40-16 has an outer diameter of 22.46 inches, which is 3.3 percent smaller than stock - in other words, MUCH TOO SMALL.
205/45-16 is the right 16" size for your car. 205/40-16 is the wrong size. Deal with it.
