94 ex wont start in high humidity.

94 ex wont start in high humidity.
its wierd, the fuel pump wont turn on when it is wet out. I have tried everything i can think of. I have taken out the fuel pump and bench tested it, and replaced the main relay. has anyone had this problem? or can help?
