a chipped p28 is the way to go

If you find a socketed one it will make it easier for tuning

If you want to remain OBD2a then you can start searching for an OBD2a P30.

If you want to convert to OBD1 then a commonly found P30 would be the best way to go. Stock maps in the ECU all ready and chippable if you want to tune in the future.
JDM or EDM or USDM is up to you and what you can get your hands on.

no such ecu as a obd2 p30

any chipped obd1 ecu is what you need for tuning.. and if you want a good running stock ecu i would say obd1 p30 would work fine..

the rare OBD2 P30 came in the 96-97 DelSol VTEC in the US, plus a few EDM/JDM civics. I owned one for a little while.

to OP: OBD2 ECUs are not tuneable the same way that OBD1 ECUs are.
also the only way to unlock the immob setup is to take the car to the dealership with all the paperwork they require (you must have the immob. antenna setup on the car as well) and then they can program the ECU to accept your keys. For a fee of course.
