I have the same problem. The fans work, I tested them with battery. The fans turn on when I turn the A/C on. But nothing happens when its just the heater. Everything else works perfectly fine. I need to get this solved because my car is running alittle hot so I can't pass smog until I fix this circulation problem.

I tested at every location. No power at the blower. No power at the fuse in glove box. No power at climate control. On the trouble shooting guide for the Rex it says something about testing the power between ignition and Blu/Blk at blower. I know where that is at the blower but am unsure what the mean by ignition... the ignition ignition?!?!?!

The old photo isn't viewable anymore so here's the circuit. The blower fuse (19) is directly powered by the ignition switch.
