DP said it right.
your car is in limp mode to keep you from doing something stupid
Check your Vtec Selonoid connections (Green plug near distro)
Then check what your CEL code tells you to....I dont know how straight forward this can be
if not, smash your head onto your desk until something useful comes out

theres ALOT of misinformation in this thread.
Vtec will engage with the CEL on, just depends on which CEL it is.
you are not in limp mode. REAL limp mode is pretty rare. Its when the car will not rev above 3000 rpms and you have a solid CEL.
I never knew there was an ignition coil cel...?? without an operating coil, the engine would never start since it is what supplies the spark.
and where did you get that these two cel's are usually the causes to vtec not engaging? i think you need to practive what you preach and do some searching/research on your own.
If you have access to a multiemter, you can test your TPS sensor. put the black end of the multimeter to the chassis or some ground and put the red end into the signal pin on the harness. It should read ~45volts closed and approximately 5 volts at WOT.
Go to autozone and have them check the codes because i dunno where you got ignition coil from.

about the ignition coil..I just said that cause my friend checked the codes and he told me that it was throwing the ignition coil...so i don't know...oh you know what i think he said it was code 15 ignition output signal...what is that..???

i know this. I wasnt directing everything i said toward you.
go to autozone and have them run the scanner on it.

limp mode is a solid CEL. the ecu is supplied with a baseline fuel map that IIRC just dumps a shitload of fuel (likely retards timing) and drops the rev limiter to 3k. You can't even drive the car in limp mode. Trust me....i have tried, lol...theres just no power.
here's an example of limp mode.
you have a chipped OBDI ecu. You take the chip out and start the car. That is an example of true limp mode.
