13" winter tires

Of course, vtecsi00 is referring to the tread width, not the wheel diameter.
I don't think the wheel diameter makes a whole lot of difference, except as it affects tire availability. But you can get good winter tires (e.g. Michelin X-Ice) in 175/70-13, the size for most of the cars (CRX, del sol, pre-'96 Civic) that came with 13" wheels.
