should i stroke my 94 prelude v-tech or turbo it?

no, stroke the ITR you got and have a faster car.

and also enjoy best engine honda has ever produce..aside from the 2000 2.0. Better to keep that engien NA and stroke it than the 2.2 in the lude. go turbo there...

Stroking an H22A would be expensive as hell, but if you have the money for a full engine build up I'd go that route and toss on a dry kit for good measure.
