Why do people even bother asking for help when they're not going to bother answering questions that people ask???

I agree with B18_EJ8 if you just looked at the fuse without testing it, it may still be the problem, just because a fuse looks good does not mean it is, vibration can break the fuse filament where it connects to the "legs" so it looks good, in fact it may even test good if a continuity check is done on it, it needs to be tested with a load on it, or replace it with a new one or one you know is working.
However, on some Honda/Acuras the backup lights are on the same fuse as other lights in the car, so if everything else is working, the fuse may not be the problem.
I do not know what fuse is for back-up lights on a 92 Civic.
I would start by making sure it's not the fuse, [replace with a known good one] if that's not the problem I would move to the "back-up light switch" it is located on the transaxle, [not sure on a 92 Civic, but normally on top] it will have a 2 pin plug plugged into it, also not sure of the wire colors but probably a yellow or yellow/red, [12V+ input from fuse when ign. switch is on] and a green/black, [output from switch when transmission is in reverse], once you find the switch, unplug it and use a jumper to connect the two leads together, turn on ign. and see if back-up lights turn on, if they do the switch is bad and will have to be replaced.
