Just put the B18A1 into my 91 hatch, and when I turn the key, the IACV on the intake manifold and some relay (I'm guessing) under the dash is clicking. They won't stop, and the engine will not start. I'm assuming it won't start for the same reason that IACV continues to click. What causes it to continue?

I did a search, but all that I could get to come up was how to clean it, how to replace it, and how to tell if it works. It clicks...so I know it works!
