Wheel size doesn't make a difference in spring selection if the correct sized tires are used.

First of all, if you slap on 17s on an 88-91 civic, your car will look like a clown car with 4x4 capabilities.
Second, if you are hell bent in 17s, then you must lower the car accordingly. Most people who have 17s are pretty damn low, and you must know that lowering an EF is a little harder than lowering an EG/DC + because of the way the body is. You will have to lower it around 3".
Third, to lower it that much, you're going to need a nice setup.
Nice setup = money.
The lower = the stiffer the suspension needs to be.
So if you are going to be running 17s, you'll spend around $700-1000 for a setup. That's what you get for having 17s

1 it ain't my car so i don't care 2 the car doesn't look bad at all it actually looks better than my sedan with 16 's slipstreams 3 a 3in. drop sounds way to much. and for the tire size its a 205/40/17
I ran a similiar setup on my ef hb in 1996 . 17x7.5 with 205/40 on it and it didn`t take me long to figure out back then that this was not what i wanted . i ran neuspeed race springs with kyb gr-2 shocks and it was decent . later i put a full poly bushing kit in and s/t sways on it and i found out i didn`t need the huge wheels and lowered stance . i ran a pro-kit soon afterward with a set of hx wheels and dunlop tires and it was a night and day difference in ride and handling .

buy track do you mean Road Circuit? i get confused when people refer to dragstrips as Tracks. really they should be called "the strip" "strip" etc.
i think if he was serious about the TRACK then he wouldn't be buying 17's for an EF
The added weight of a 17" rim makes it a bad choice for an EF that has no need for a huge rim.
plus for a weekend track car with higher spring rates, those 40 series tires aren't going to like seeing any potholes
go with some 14" or 15" with some good street or race tires. Azenis, NT01, etc
