Help, I can not pass emmissions with my 91 HF (B16a Vtec). Is is it possible to pass emmissions with this setup (legally). I can not find any other route to stickers so I am really trying to get it to pass legally, are there any tricks or anything that makes it easier. I failed the knocks really bad, the c02 passed fine tho, i dont know what to do, i need to get it to pass. Any suggestions?

..I know a guy in the city that'll do it (I'm sure there's alot of places in the city that will)...but its not exactly cheap, probably like $100 cash + the inspection fee...
