91 Civic DX check code 16

91 Civic DX check code 16
So my daily driver is acting weird. lol.
Somedays it starts up and runs like a champ, other days it wont start and it has code 16 (injector). I already replaced ECU and still throws code. Injector works when it does start. So anyone else have ideas on what I should try next?
Main relay?
Fuel Pump?
Wiring?
Any suggestions?
