bumper mounts for fog lights

i was wondering what these little mounts are for, at first i thought they were factory foglight placement points, but now im not so sure. ive seen people put them in the "vents" in the front bumper, but i dont know for some reason they dont look right to me. does anyone know what these are for. and can someone show me a pic of "proper" placement for the fogs.
also, some one on h-t told me i could use prelude foglights, but did not specify the year or anything like that, i was hoping to verify?
edit: would these be a decent substitute for the jdm fog lights?
I think those amber ones you have pictured would be a nice substitute for the JDM ones, you'll have to drill a hole in your bumper support to mount them. The factory mounting points (on 90-91) are actually part of the bumper support, there are two weldnuts where you bolt a bracket across then the fogs bolt into the bracket. I can send you pics if you're interested in how the factory mounts look.
