axle nuts torqued, car wont move

the shop that is getting my swap running tells me the they torqued them down but the car wont roll. i noticed that before when i tightned the nuts too much it would pull the axle out a little bit thus preventing the car from rolling. is this supposed to happen? what can i do to stop this?
ok be a little more specific. im guessing its a b series swap because on the b series axles you need to remove rubber ring on the outer part of the axle right before it turns to threads for the spindle nut. you also need to remove the dust shield off of the backsidfe of the knuckle where the axle goes in. and lastly if the axles are abs you need to remove the abs ring off of them. if they are abs they will have a hug gear looking thing on them. just for b series tho. lmk whats up.

so i called yesterday and asked about those 2 parts that need to be removed and when i called 2day a differant guy answered and said that the wheels are spinning freely so i guess that did the trick
