1999 Si???
To Answer your question i would purchase a bone stock honda civic si. The reason being is that you can modify it yourself and later down the road if you want to turbo it you know what has been done and what needs to be accomplished. Turboing It depends on how much psi you want to boost. An all motor si is of course more reliable vs a turbo but each has their ups and downs in speed. Like i said purchase one that hasnt been hot dogged and do the stuff yourself learn to break and build

Exactly!!!
Also, there are some kits out there that cost just as much as all the bolt-ons but are conservative on the power to make sure it stays reliable. Honesty, my advice to you is to research or go to your local bookstore and get some magazines. You can learn so much from a $4 piece of literature.
