The Best Way to Remove Rust
is it actually rotted or just a bubble coming out the paint? if its actual rot that you can stick stuff through you have to cut out all the metal,and weld in new metal...If its just surface rust or bubbles you can sand down,coat and repaint...but theres probably also rust inside the 1/4 panel to so you should remove the rear interior panels and put a coat of "xx" on there to...

sand it down, put por 15 on it , filler sand , paint. that might last a couple years.. i f you put no rust inhibitor on it then it might last 6 months if your lucky.
A few options but heres what Id do
sand that whole area around it down to bare metal untilll the bare metal is shiny bare metal...look at the area if it is pitted real bad with hole you need to cut it out and patch it with new metal...this is the right way to do it.
If the area is just pitted a lil and the metal is still thick/strong...I would use por 15...and sand it smooth...primer it with some sort of etch type primer,epoxy primer, then seal it and paint it.

you could sand it down, slap some bondo on it, sand that down , paint it up(this will last for a good while if done properly and time is taken ), or use metal(this will last for a lot longer and is the best way to go if your trying to get this car into mint condition).
in order of EXPENSE and TIME.
1- sanding and bondo and paint
2- new welded metal and paint
3- replacement rear quater panel (very time consuming and difficult)
why? bc theres a TON of spot welds holding the rear 1/4 on
