well, I would check the O2 sensor first sounds like it might not be working correctly with that high NO.
Here's what I do before every smog check(have yet to fail) in order of least to most drastic:
Run the G2P stuff from like auto zone
fresh oil change
new/very recent tuneup(plugs, wires, cap & rotor)
fuel system cleaner
as low of octane as the setup can handle
adjust timing back to stock(if modified)
as few performance parts as possible(this includes OEM type R stuff)
make sure O2 sensor is working correctly(if i smells like the car is running a little rich I replace it)
newer cat(if I can smell it running really rich I normally replace it with a high flow cat, if the o2 doesn't fix it first)
PRAY lol

well you've got 2 choices, pepboys and similar stores offer an o2 specific wrench, or you can use a flare nut wrench on it(a normal wrench can work too, but I've had beter luck with flare nut)...I normally let the motor get to normal operating temp, then spray some PB blaster (liquid wrench type stuff) and go for it...the warmer the o2 bung is the easier it typically comes out...unless somebody was an idiot and used JB weld on there(like the previous owner did to my stock header ...dumbshit ricer, can't get it off even by using a torch on that SOB)
