Intake cam is from 1st gen B16a(probably)-those motors had rough cast, rounded spray bars w/the TDC locating holes off center(intake toward back of car, exhaust toward front)and the locating holes in the cam(s)are not at 12 0'clock either(intake 2 o'clock, exhaust cam 10 o'clock maybe)Your spray bars should be flatter w/sharper edges and smoothly machined silver w/the holes centered in the bars.If that looks like the case to time it just use a 14 mm socket to hold true TDC on intake cam(using TDC on gear) while using the ol' phillips #2 screwdriver trick to hold the ex.cam at at at TDC.Then find out who has your CTR intake cam-the strongest oem B series In.cam, coincidently?

but for real. google or search what the rev limitor is.. cause thats not what the car is doing. with what u described. and tell him to look for loose vacume hoses.
Does it idle wierd just at cold, or also at normal operating temp?

Try bleeding the coolant system THOROUGHLY-Air in coolant system,FITV(which OBD2 TB doesn't have)and vacuum leaks are ALL common causes of "bouncing Honda idle syndrome"!
