My step dad was borrowing my car and noticed small "woofs" of steam coming from my hood, the radiator was not empty i guess but it wasnt full, and the temperater was a little above half. Does this mean my head gasket blew?

 

It means your step dad doesn't like you and he beat the **** out of your car.

 

Take oil cap and check if there's water/white spots...which means water and oil's mixing...steam doesn't automatically mean you blew your head gasket...could be hose/water leak somewhere. High temp could mean a few things too. Is your fan coming on?

 

ya fan is coming on and i havent checked inside the valve cover yet

 

no water spots or anything, i refilled the radiator. should i flush it and put a resealing mixture in it?

 

flog it & then find the source of your steam

 

look along the top of the radiator for cracks when its warm...especially near where the fans mount at the top.
