oem lower balljoint no circlip?

I bought new oem lower balljoints and after pressing one in noticed that neither have the notch for the circlip to sit in. The bag had the right part # on it so what is the deal? any ideas on why they would be like that?

wait are you saying that the bolt doesnt have a hole to put a cotter pin in?

no there is no grove for the circlip.
