neither...you live in the south why would you want those tires...you would be better off with like the kumho spt or yokohama avs es 100...both are going to give you better dry traction than those tires and still give you wet traction as well.....
The tire is the only thing on your car that is in direct contact with the road. Don't skimp on your own safety for a few $$. If I had to choose which is the lesser of two evils I would say the Hankook simply because it was designed after the stone age, the 711......sometime before dinosaurs......

No hating here, I am Dutch so I understand about wanting to save money, hell, my ancestors wrote the book on being cheap asses. I just feel that it is a better idea to skip a few days of eating out or drinking good beer (ok, bad example.....) to be able to afford tires that will provide the highest level of performance/safety for the money. That said I don't think you should spend $200/tire, you can get perfectly good tires for a reasonable price including the Kumho Ecsta SPT, Fuzion ZRi, Yokohama AVS ES100 and even the General Grabber UHP if you must save the most money possible (it is still light years ahead of the 711 and Kook).

EDIT: The Kumho, Yokohama, and Fuzion are actually cheaper than the General, I would definitely recommend the Kumho 1st, the Fuzion 2nd, and Yoko. ES100 3rd based on prices from the Tire Rack. Plus for a limited time here you can save $40 on a set of Kumhos with a mail in rebate (PM: nsxtasy for a link, I don't have one unfortunately)

That's cool man, now you know something to look at in the future. Also, if you beat on them enough you can usually get America's Tire/Discount Tire, even though the closest one is in Woodstock which is ~50mi away, to match TireRack's online price which will save you a bundle for example the SPT would've been $201 installed - $40 for the mail-in-rebate
