Its a B16 ECU, not B18 so somethings screwy there.
The surge is probably your TPS (throttle position sensor) acting up and is just a coincidence with the ECU's.
Its a very common thing for a honda. Its also common to surge in the cold when starting. Not "normal", but common.
Does it surge after its warmed up too?
