Default 98 accord ex thermostat cooling question.

happy holidays people,got a 98 ex 4cyl. and have had the temperature needle occasionally not all the time,will rise to normal,never above half way,and will be driving down the road,and it will just drop to cold and then bounce back up to normal.
only happens now and then,was reading the haynes manual and it said it was at the back of the lower hose,but when checking my fluids this morning,the upper radiator hose,to the front of the engine looks like it had coolant fluid dripping around the upper hose,not alot,but could see where it had dripped out.
so could the thermostat be the culprit?and if not,what would coz the leaking from the upper hose to the motor.
i've searched and it was minimal,except overheating,and its not really overheating,thanks guys

The coolant seeping from the top hose shouldn't be the cause of the gauge problem; sounds more like a flaky connection at the temp sensor.
