Registering a car from another country?

Hello, I was wondering what needs to be done to a vehicle that was made in mexico or canada, inorder to get it legally registered in the united states? If it meets CA emmision standards will it be ok to take to the dmv, and get CA plates? Also what will something like this cost?

Wouldn't the VIN number tell you where the car was made and what market it was intended for? I've also seen Honda stickers on the upper radiator support that said "Made in Canada" on a '90 Civic that was licensed in Maryland...
