GT3037R vs GT3071R and Full-Race

GT3037R vs GT3071R and Full-Race
Just a few questions about the two turbos.
A: What is the difference in spool up time?
B: I saw on atpturbo.com that they are available with a T3 Divided flange with a V-Band outlet but havn't seen this available anywhere else, so are they really available like that?
C: If the answer to B is yes does Full-Race sell them like that? I want to get the exhaust side coated which atp doesn't do.
