Default Rear washer question

Car: 91 integra 2dr
Suspension: Koni Yellows/neuspeed springs

I did the washer trick for the rear and for some reason with two washers on both sides, the left tire is still tilted in. Then I added another two washers on the left and now they both look the same. What's going on here?

1) Something is bent
2) The car isn't level, and you will not have even camber left to right.

My money is on #2, because the car should be uneven from the engine weight. Especially if by "left side" you mean the driver's side, which is the heavier side.
