Transponder Key
If you have a little green key-shaped icon in your instrument cluster, then you have the immobilizer. I'd have to check my brochure at home to see if it was added in 1999 or 2000 (I know for a fact it was on the 2000 model).

If every OBD2 car had chips then the 99 is chipped.

If he pays for the $6 key and he needs a chipped one all it will do is unlock the doors not start the car.
OP: If you don't want to have to have a chipped key then convert to OBDI and the immobilizer is obsolete.
If every OBD2 car had chips then the 99 is chipped.

Not Every OBD-2 car did have the chip, that's the point.

He doesn't have the immobilizer. The 1999 sales brochure makes no mention of it. As others have stated, it was only instituted on the OBD2-b cars.
