Default What causes b16 to run super rich at idle? High HC reading

I have a 92 hatch with a b16 removed from a 95 ex. It has an apexi air flow convertor, that is set according to specs. The car does not have a cat, but I was told it would not make it fail an emission test. I live in NewMexico, and it failed the idle section of the emission test. The hydro carbons were extremely high at idle. (like 2000 ppm higher than allowed) .. can anybody help with some pointers on this issue?

i turned my idle way up to pass HCs here (1350 rpm)
