I'm going to buy an integra gsr soon. the one i am looking at has 21,000 miles on it. my parents think that is unbelievable for a 99. what i'm asking is there anyway i can check the milege to see if it is not rolled back

Look at the brake pedal. If it looks way too worn out for only 21k, then you should worry. However, 21k on a 99 is somewhat rare but not at all unheard of. I know this because I sell cars.
