state referee
so,my beater got stolen 3 weeks ago. ive been driving the r in the past few weeks.
the other day i got pulled over by a cop.so.. heres wat happend.
i was cruising on the road 45 mph top speed. i was going about 40-50 ish @ 5 gear. i see a car come up behind me and turned off his headlight,we get to a stop light and next thing i know its a cop. the lights turn green i take off,i shift into 2nd @ about 2500 rpm and next thing i know he's pullin me over. i went into a parking lot area, turn the hazards on,shut the engine off.(i was going home from work w/ my bro/in law) me and him were calm, he asked for my license and registration.
we sat in the car for about 5 mins. next thing i know he asked us to step out of the car.this guy even called a back up. lol,so anyways. they started searching us and the car w/o any warraant or so. looking for weapons and drugs. were clean an so is the R. the other officer took my bro/in law in their vehicle while the other one asked me to pop the hood nad kept asking me if i race?i said no. so he took a camera and started taking pictures of my engine bay. he is sending me to a state referee for a b&m fuel preassure gauge and my exhaust. my exhaust is an hks cf ti muffler welded into a stock pipping and i even have the stock cat in it. also it isnt even that loud, doesnt even compare to the civics and sti's and so on i hear in my neighborhood.
sorry to write all of this.
do you guys think ill pass state referee the way my car is now? heres list of my mod.
engine:
aem cai
aem cam gears set @ stock 0
aebs intake manifold
b&m fuel preassure gauge
HKS Carbon Fiber TI Exhaust(muffler only welded into stock pipping)
btw,i live california
edit: went to the state reff today and his books and website are telling him that i have a 98 motor in there. according to his resources,97 type R had a b18c1 w/c is so not true.his books and computers are saying that the c5 only cam in the 98 and the chassi code of a 98 R is dc3(lol) he showed me a picture if wat my head should look like,he wants me to put a gsr manifold in it. but if its the c5 the aebs IM is fine.i went to acura dealer had my homie ran my vin# to proof that my motor is a 97 b18c5. he didnt care much about gauge and vafc. he just wants me to correct my evap and swap the cam gears. any1 here have a set i can (buy)borrow for a while? thnx for all input fellas.

They might not like the AEBS intake manifold if they notice it is not the stock one.
Also they do not like fuel presure regulaters. I am not sure if you have one on.
If your ECU is still stock you will be fine.

i always thought that the aebs im is the same as the itr ones? you need to swap back in the stock cam gears also and take off the fuel pressure guage then you should be fine.
That is really really shitty.
for crappy law enforcement, I have had my R searched for drugs twice by the police also, but they didn't seem to care about the engine mods.

Heres the bad part, I have seen this work both ways. I have seen people go to the REF, get everything taken care of and go to the court, speak with the judge and get the fine reduced down to 10 dollars. I have also seen it go the other way, and people do all the REF stuff, but when they see the judge, they still have to pay the 360 odd dollar fine.
I had this happen to me in my civic, cop took pictures and everything. I never went to the REF. As soon as I got the ticket, I just called in and paid the bail ammount and never had the deal with any of it. Its your call, I dont know how your local judge is, but sometimes its just easier to pay.
Its a shitty situation, me and almost every single one of my friends have had to deal with this.

Should have known your rights, whenever I get pulled and have to get out of the car I lock my door behind me. They try to tongue tie you with all the questions and word them in a way for you give them permission to search your car. Just got to watch it. They CANNOT search your car without your concent.

The FPR is stock, cam gears are set to 0, 0. THey do need to be covered. Hide the VAFC. The REF only cares about things that can modify emissions. As long as the ticket is not sighting you for an emissions mod, then the only thing you have to pay is the $10.00 once you get to court. The Ref will give you a cert for the AEM CAI since it is CARB legal. You will pass the emissions test, as I did when I sold it to you. The ref does not give a **** about the exhaust. as long as you have the CAT you are good to go. I know all of this, because I too had to visit the REF in the ITR, and it was set up almost exacty as I gave it to you. Only exception is the IM. It is worth a try to go, with the car the way it is. If you should fail, it will be the visual only, and if so, it will be the IM. You will have to replace the IM in that case. You may wan to tightn up that area around the EVAP purge hose. I had to T it off since the AEBS IM did not have a connection for it. Wrap it in some electrical tape to dress it up a bit. I noticed my smog people looking, and even foldeling it for a minute. Still passed though.
expletive THE COPS FOR PULLING YOU OVER. KNOW YOUR RIGHTS, THERE IS NOTHING ON THE CAR THAT WOULD GIVE THEM PROBABLE CAUSE TO POP THE HOOD OR SEARCH THE CAR. Listen to what they say. I'll bet they did not tell you to open the hood, they asked you. You can say no, until they tell you to do it, and if they tell you, ask what kind of probable cause they have that would allow them to do so. If they say **** about the exhaust, point out that it is the stock pipe, and the CAT is still in place, with stock headers. You can point that out from under the car. That will kill the probable cause.

the only thing with the exhaust is that is it
modiflied" which is "illegal" still...the officer can say it is too loud even without a db testor which you are screwed too.

yeah i got pulled over before. they ask you a bunch of questions. they told me to pop my hood but i asked why. they say its standard protocol. whatever. i think its bs.
anyway i only have header and intake but when the cop saw that i had carb #'s they said it was ok. so for the stuff that has carb #'s then i would saw it would be ok. everything else i say take off if you can.
cops are jerks in the great state of California.
when is the last time they pulled over a harley for having too loud of an exhaust?

There is now law for emissions and noise on motorcycles.

that explains it. thanks for the info i didnt know that. but harley's are loud as heck...they should have laws for them, well atleast the noise, especially if they are going to pick on cars for having loud/modified exhaust.

from the looks of things, the officer did have probable cause because of the exhaust to have the hood popped. on the other hand, he had no right to search the car (assuming that you didnt give consent). since he's sending you to the ref and making your life hard, i suggest you contact a lawyer since he did violate your 4th amendment and give him a hard time.
cops tend to abuse he "officer safety" factor and walk all over motorist when they get pulled over by searching the car without consent of the driver nor do tehy have a warrant, officer safety does not constitute the illegal snooping in the car

no matter what you do... if a cop wants to he/she can send you to the ref. no matter what... anything modified or not stock on your car can lead to a ref ticket ive been through this crap too many times. basically they will smog and visual your car if you get an emitions violation. so be sure to replace everything back to stock..
p.s. if you dont listen to them when they tell you to pop your hood they can tow your car and check it with a warrant, then add that to the list of fee's.. you guys can do what you want if that happens im just letting you know
and they do have laws for emissions on bikes

This is exactly why I hate cops. Most of them have no mechanical knowledge/understanding, therefore think that any slight modification is illegal. For them to hassle you the way they did is totally wrong. What gave them any reason to treat you like that in the first place? They act like ******* dictators. ********. So many people that have zero respect for them is b/c of the type of cops you had to deal with. They need to get back to doing real law enforcement, not profiling by the type of cars we drive. I don't know of anyone with a domestic that's modified that has ever been hassled like that and then sent to a ref. I've been pulled over so many times while driving for not having a front license plate. It's b/c I'm driving an "altered" Honda. At the same time as when I'm getting pulled over, I see other ordinary cars go by with no front plates, and they don't get pulled. They profile us by our cars, and it's not fair. What can we really do about it, though?

I don't have a front plate on my 1995 Tahoe, and haven't been pulled over. Cops generally don't care about something so minor. Yes I'm giving them a reason to pull me over by not having it on, but since both vehicles don't have them, and the cop makes a full U-turn across traffic to pull me over in my EK for such a minor violation, I consider that profiling. It's hard for me to explain this all in a thread, lol. If you were from Cali, you'd completely understand the point I'm trying to get across. It's like they're trained to specifically target Hondas. That's pretty much what I mean. Last time I got pulled over for no front plate, the cop made me pop my hood. What does that have to do with not having my front plate? He obviously couldn't tell the difference between the D16y7 and a B18C with a bright yellow Spoon valve cover. I have the stock airbox, and told him that it was still stock, he replied, "Yep."
