I just got a 1994 civic Hb, just want to ask what is the best suspension combo to lower my car?? and how much it will cost me? thanks guys.

you are going to get a lot of different opinions on this one. just do some research (i realize thats what this question is for) and make an educated decision based on that.

i personally have neuspeed race springs paired with KYB-Gr2's shocks, which handles well, but as far as a daily driver, its pretty bouncy. i would prefer to upgrade to KYB-agx's which are 4 way front adjustable and 8 way rear adjustable shocks.

I had Neuspeed Race on the old hatch. Handled decent.

If you have the money go for a full coil over set up with damping adjustment. Lots of choices and that's another post in itself.
I've driving a Miata with Tien Flex coil overs and I thought it was awesome.
