Sohc Vtec or Non-Vtec build

Thinking of doing a budget build pretty soon. Skunk cam gear, springs & retainers. 88-89 Ls 1.6 Pistons, Fully ported head, and maybe bigger valves. But I have not decided to either do a fully built d15 for higher reving, or a d16 for a little bit more torque. Also then comes into factor Vtec or Non-Vtec. From what I hear of using vtec, you can somewhat save a little bit of gas. And I guess who makes the best cam?
