So the starter is turning but it isn't turning the engine over? I'd start by making sure the starter is completely tightened to bell housing and if it is pull it off and inspect the teeth on the flywheel. That might help, it might not. Good luck bro

you could also pull the starter out and just try to start the car with it out of the trans, to make sure the gear shoots out, and spins properly then goes back into the starter

describe what happened before you replaced the battery and starter. Would it crank over at all when you tried to start it? Did it just die while driving?

take your dizzy cap off and see if your rotor is spinning when you turn the engine over. or just take a plug out and see if it sparks with the wire on it. i know this sounds funny , but it sounds like you have a broken timing belt. it will make the car sound different(awful) when turning over. like its turning too fast. whining.

He said he turned it off one day, and the next day it wouldn't start, so I doubt it's the timing belt.

before i replaced the starter and the battery, I was driving the night before going home and just out of nowhere it felt like i downshifted and just redlined so i stopped, put it in park turned it off then turned it back on, put it in drive and pressed the gas and it just redlined again the car didnt move, so i turned it off again let it sit for a while then tried turning it on again and didnt do anything only the power would go on but engine wouldnt turnover so i had it towed home, and the next day the car was just completely dead no power, so i decided to change battery and starter..
