Default emissions questions

alright, ive got some questions about certain mods for my 92 si and whether or not they are street legal here in pennsylania. these are probably noob questions, but here it goes.
1. am i correct that removing or altering the egr system, it would no longer pass an emissions test?
2. altering pcv system, and adding a catch can - will this pass, and whats the best way to connect it. i read this, https://honda-tech.com/zerothread?id=1199935, but i am unsure which is the best method and which, if any, are legal.
3. ive read about relocating the IAT sensor, possibly to the intake. does this sensor have anything to do with emissions?
4. is it impossible for ITBs to be emissions compliant?
i think thats it for now, i have plans to drop in a h22 in place of my h23, or build a h23 vtec, but it has to be a reliable daily driver. i want to milk as much power out of it as possible, but it needs to pass inspection. any answers to my questions and any advice is apprciated

1. most likely will not pass if you mess with the egr system, but why would you want to? what kind of gains do you really expect from this? like maybe 1/2 a hp?

2. messing with pcv system you probably wont pass either. especially if they do a visual inspection. again why would you want to?

3.the IAT or intake air temperature sensor detects how cold or hot the air is coming into the intake. it allows the ecu to calibrate the air/fuel mixture accordingly. all engine sensors are considered to be part of the emissions system and thus will affect emissions if modifyed or moved etc. to what extent and if it will keep you from passing emissions, i cannot say. but again the chances of this making any real gains is questionable.

4. im sure ITBs could be made emissions compliant, but it would probably have to be very carefully tuned.

best thing to do is get the car through emissions before you start modding it. then after that you can do what you want to it until you need to go through emissions again. but it sounds like alot of those mods you want to do are you gonna screw up your emissions equipment with very little gain. you get what you pay for when it comes to mods and these mods cost....nothing

thanks, you answered most of my questions. however, dashers threads have me convinced that crankcase ventilation and the addition of a catch can is defineatly something to think about if there as a way to do it while still passing inspection. his tests though mainly concern forced induction vehicles. what is the best way to do this for a NA application. also, what exactly needs to be considered for emissions compliant ITBs. i am fairly certain i could put together a set, but again, they need to pass inspection.
