Some OBD0 ECU's had an air-conditioning function that was a basic 12 volt current that could be activated as a VTEC. I would ask the tuning forum at http://www.homemadeturbo.com or pgmfi.org since they are the experts on this sort of thing... However I'm a bit confused how you expect to get an OBD0 ECU thats in your EF to work in an EG. Crome is strictly OBD0 last time I checked. I think you're better off getting an OBD-1 disty and just chipping a P28 (~d16z6 ecu) and using UberData. Just my $0.02

edit.. oh just saw your sig.

Search, and you will find a website that shows you exactly how to do it. The problem is, not all of the parts are available.

Friend of mine does it, he's good too. He assembled a megasquirt himself, if you worried about soldering

Check it - http://www.coe.uncc.edu/~mdkeena/ecu/

OBD-0 and OBD-1 Alternators are the same plug wise, the only difference you may have is the number of ribs on the pulley in relation to the crank.
