Here's the best way to decide on rim and tire sizes. Do these steps in this order:
1. Decide on the rim diameter you want - 14", 15", 16", etc. This involves personal preference (looks) as well as performance (tire availability is a factor in performance, as well as wheel weight, etc).
2. Decide on the best tire size for using that rim diameter on your CAR. The best tire size depends on the car, not just the rim size. For example, here are the best tire sizes for a pre-'96 Civic (I'm guessing that's what you have, based on your username):
14" wheels - 185/60-14
15" wheels - 195/50-15
16" wheels - 205/40-16
3. Decide on the best tire make/model that comes in your size. This depends on how much you care about trading off dry traction vs wet traction vs purchase price vs treadlife vs winter use etc. (In general, the Falken Azenis RT-615 has great dry traction but poor treadlife; the Kumho Ecsta SPT has great "bang for the buck" with a nice blend of all of these factors except winter use; the Kumho Ecsta ASX is a good all-season tire if you need to use these tires in winter conditions as well as the rest of the year.)
4. Decide on the rim width. Find the range of approved rim widths for the make/model and size tire you're getting, and choose something in the middle of that range. Usually, 14x5.5 is a good choice for 185/60-14, 15x6 is a good choice for 195/50-15, and 16x7 is a good choice for 205/40-16.
5. Find out what wheel offset works best on your car for that rim width. (Sometimes you need to ask in the forum for your car model.)
