OBDI distributor on an obdII harness Help!

My friend has a 96 civic non-vtec and just swapped in a d15b vtec...
Since the engine is OBDI and the Harness is OBDII he needs a P28 ECU and a OBDI Conversion Harness but...
since the OBDII Distributor doesnt bolt up to the d15b, he got a OBDI distributor and spliced the wires according to the diagram here... http://i110.photobucket.com/al...s.jpg
The Problem-
with the obdII ecu, can the car run without adding the vtec jumper wire and a p28 ecu?
