I had the same worries, so when I was down at P1 I talked to Jack. He said it was the ELD, but that it is totally normal and working the way it should be. When you turn on either your headlight, rear defroster, or A/C its draining your system. So it raises the RPM's to compensate. At least thats all that I have been told and I would trust Jack.

I dont think it should be going up to 1500rpm. my car does this terribly, but it doesnt even go up to 1500rpm. Since I know my car has some electrical/wiring issues and the alternator seems to be putting out the correct voltage, I tried another battery and it seemed to help.

Might as well start there, check the voltage at the alternator and maybe a new battery if its been awhile. Pick up a battery at Walmart and if the problem continues with the new battery, just return it.

i found some out at work with a scan tool so i can read the volts at some of the sensors when it is idling funny. he said it has something to do with the charging system.

An eld could be the problem, but certainly should not jump to 1500 rpm with acceries on. When you scan it check the "ripple" (if it has that option). I'm referring to the diodes or 3 phases in the alternator. should be a nice analogue type signal or ripple. If that is ok try swapping the eld with another one.
