Front or rear?
If the 1995 is like my 1994 (front), you are in a world of hurt, the balljoints are only now sold as a unit with the arm. I paid about $125/ea stock oem from Majestichonda.com. Other manufacturers make then (Moog), but I have no idea RE quality, although Moog does make good suspension parts.
I saw some cheap aftermarkets on the net- worth a try if this is an older driver, and you are not upgrading the suspension. The good part is the arms are easy to replace, but get an alignment when you are done!
If the REAR, the balljoints must be pressed out of the upper control-arm assembly, and the ***** are available on the net (I replaced my rear control arms with Ingalls to get Camber adjust). You could buy the balljoint tools, but hardly worth it unless you do a lot of suspension work. An HONEST machine shop (also try suspension shops) will charge an hour labor or less if you bring in the upper arm assemblies. This should help if the 95 suspension is set up like the 94.

so if i purchased only the ball joints from ignalls (front ball joint adj. and rear arm w/ ball joint adj.) will i still need the control arm for the front?

Sorry, but get a manual (a good one) and, please, study what you are doing first. You don't need Ingalls arms (rear) if you don't need camber-adjust, you will be wasting a lot of money. You probably need to have the rear ***** pressed into the old fittings.
If fronts, you probably need the whole arm/balljoint assembly. The balljoints probably cannot be pressed out, you have to replace the entire arm. You could get some from a wrecking yard, but who knows how much mileage they have on them.
If this is an older car, and you dont want to waste a buch of money, you need to READ and STUDY a manual before buying anything, or you will spend $$$ for a bunch of upgrade parts you do not need. Your new questions show you don't really know how the suspension is put together.
Spend $30 on a Haynes manual or flip $70 for a Honda manual from Helms and READ/STUDY the diagrams before buying anything or asking questions. Most of your questions will already be answered, and you will know what you are doing before you start anything. If you still ahev questions, at least you will truly know what questions you are asking.
