Default JDM B16A (1st gen) in an EM1. Possible to pass emission?

Okay, here is the get down.

I got a JDM B16A first gen motor in my EM1 (please don't ask why). Anyways, I want to turn that motor back to USDM spec. Now, what I want to know is, has anyone attempted to do that before? What will I need? Is it even possible? I am running the Motor on OBD2B Harness and ECU (P2t) original EM1 ECU.

Information I heard. (Please correct me if I am wrong)

All I really need to do is replace the JDM intake mani, dizzy, and header to USDM specs. True?

2nd option:

Better to just buy a USDM long block and sell my JDM long block? Which would be the cheaper and less time consuming idea.
